Symptoms

When deploying a SOA Composite Application that references an external Web Service, you might encounter the following exception: 

  FabricInvocationException: Unable to access the following endpoint(s): http://<someUrlHere>

Checking the server's log files, you will find more details about the root cause of the issue. You should further check the solution in current document if you have the following cause for the FabricInvocationException:


The most important thing here is that "Policy Manager is not deployed".
