Symptoms

You are following the Enterprise Deployment Guide for Oracle SOA Suite 11g/12c or SOACS to install a high availability environment with the admin servers and managed servers running on different hosts, see diagram below:


After performing the steps in section 9.9.1.1 Using the Database Mutex Locking Operation, the Weblogic console becomes unresponsive. When clicking in the "Activate Changes" button the console times out. The following error appears in the diagnostic log file:
