Is the EBS Managed Attachements "Detach" Button Supposed to Show per Attachment? (Doc ID 1449232.1)

Goal

The Managed Attachments' "Detach" button only shows on the top of the screen and not per attachment. Is this correct or should it be shown per each attachment?
