Oracle Forms Slow To Load On Windows 7 Client

Symptoms
Customer has an Oracle server running Forms 10.1.2.3. When loading Forms on a Windows 7 SP1 PC with Internet Explorer 8 or 9, it takes several minutes for the Forms page to display. Once logged in, navigating menus takes quite awhile, and switching from field to field also takes about 7-8 seconds.
Accessing this forms server using a Windows XP SP3 PC with Internet Explorer 8 does not cause any slowness on the client.
Customer has verified that Windows 7 Firewall is completely disabled, and they have also removed all anti-virus software from the Windows 7 PC. This problem occurs whether the logged-in user is set as a Standard local user or an Administrator local user.
