Symptoms

After configuring capacity constraint with the count value of -1, the server will fail to start with "Reason: java.lang.IllegalArgumentException: Invalid -ve count -1".

This may happen if explicitly configuring with the default value or you may see this after upgrading from a previous release to 10.3.6.
