In 11g WCC Folder Propagation, Items and Child Folders Security Fields not Getting Updated (Doc ID 1451240.1)

Symptoms

In an 11g WebCenter Content server, a folder is updated to change its Security Group or Account. When doing the folder Propagate, that change is not made to the child folders or items under that parent folder even if the Force Folder Security in the folder's COLLECTION_EDIT page is set as True.

This can occur when the CollectionForceFolderSecurity=false parameter is set.
