OWB 11g Control Center Service Fails to Start Automatically With No Error Message (Doc ID 1451869.1)

The OWB 11g Control Center Service fails to startup automatically at database startup.

No error message is reported in the log file.

No entry recorded into OWBSYS.WB_RT_SERVICE_JOB_LOGS.

The view DBA_JOBS shows only old and broken jobs.

Starting it using the script start_service.sql fails the same way with no error returned:
