Cannot Start Managed WebLogic Admin Server which Manages WebCenter Content, Error: JPS-06514: Opening of file based farm keystore failed (Doc ID 1452280.1)

Symptoms

On : 11.1.1.5.0 version, Content Server

When attempting to start the WLS Admin Server, startup fails and the following error occurs.

Caused By: oracle.security.jps.service.keystore.KeyStoreServiceException: JPS-06514: Opening of file based farm keystore failed.

The issue can be reproduced at will with the following steps:
1. Start the WLS Admin server
