EMS Upsert Is Causing "oracle.bam.adc.common.exceptions.CacheException: BAM-01247: An Invalid Transaction Type Sequence Exists In The Transaction Map" (Doc ID 1452356.1)

Symptoms

Messages are set to BAM Data Object using Enterprise Message Source (EMS).
The operation used by EMS is UPSERT..
There are around 500 000 messages sent to BAM in one day.
From time to time the following error is generated in the diagnostic logs:   

oracle.bam.adc.common.exceptions.CacheException: BAM-01247: An invalid transaction type sequence exists in the transaction map.

 When this error message is generated the message sent to BAM is lost.
