Database Connection Problems With OIF 11g

Information in this document applies to any platform.
Database is up, but from OIF 11g console -> Administration -> Data Stores -> In the Session Data Store and Message Data Store section -> Edit
After Select database from the Repository Type dropdown list and click connect, the error message that the "JNDI name is incorrect or the database is down"
From the logs there is messages about connections not being available and data sources being suspended
