Symptoms
In a configuration with 2 remote TUXEDO domains (DOM1, DOM2), if the TUXEDO domain DOM1 is stopped and restarted, the JCA routes all the requests to DOM1 until the number of requests processed by DOM1 equals the number of requests previously processed by DOM2. Then, when both numbers are equal, JCA starts balancing between both routes as expected
