Symptoms

On : 11.1.1.4.0 version, Content Server

ACTUAL BEHAVIOR
---------------
After installation of WebCenter Content 11g, and enabling the folders_g component and restarting, it was found that contribution folders did not exist

EXPECTED BEHAVIOR
-----------------------
It is expected that after enabling the folders_g component and restarting that contribution folders are available

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install WCC 11g
2. Enable the folders_g component
3. restart the managed server
4. log into the content server -> click on browse content -> only library folders appear
