Symptoms

APEX has been configured with the APEX Listener / Oracle REST Data Services (ORDS). When attempting to access either the APEX administration pages or the APEX development environment, the user sees a blank page instead of the login page.

Changes

 This problem can occur after the initial configuration of the APEX Listener / Oracle REST Data Services (ORDS) or after an APEX upgrade.

 2. Determine if the APEX static images exist on the server for APEX Listener / ORDS.
 APEX Listener 1.x: 
 APEX Listener / ORDS 2.0.x and Above
 4. Deploy the static images.

 Glassfish 2.x and Above
 Weblogic Server 1.x
 Weblogic Server 2.0 and Above
 Standalone 1.x
 Standalone 2.x and Above
 5. Verify the static images.
