How to configure Host Based Authorization using <host-address> in Coherence 3.7.1? (Doc ID 1456752.1)

Goal

Host based authorization to authenticate the nodes/members joining the cluster doesn't work when using <host-address> to specify the individual hosts.

This issue is consistently reproducible on 3.7.1.1 to 3.7.1.3 and due to the changes introduced in 3.7.1.1 (COH-5725).
