OIF 11g : "Unknown refID" error when Using OIF with OAM 11g WNA (Doc ID 1457284.1)

Oracle Identity federation 11g in IDP mode
Oracle Access Manager 11g configured with Windows Native Authentication ( WNA ) used as authentication engine

Symptoms

OIF integrated with OAM in IDP mode using OAM WNA authentication fails.

The OIF wls_oif1-diagnostic.log file shows:
