Wrong date being returned in Portal Report (Doc ID 145754.1)

Symptoms

In Portal, create a report with a date item with a format mask of 'dd-mon-yyyy' or 'dd-mon-rrrr'. Once ran, the wrong year is returned. For example, any year between 1900 and 1950 will return 2001 to 2049. Portal seems to pick up the date
format of 'dd-mon-rr' and converts it into 'dd-mon-yyyy' or 'dd-mon-rrrr' producing the wrong date.
