Error While Rebuilding the OracleTextSearch Index For Webcenter Content 11.1.1.6.0 (Doc ID 1458302.1)

Symptoms

Attempting to Rebuild the Webcenter Content 11.1.1.6.0 Oracle Text Search index via the Collection Rebuild cycle.

Index Rebuild is failing with an error.

Error:  Indexing Aborted. Unable to modify collection table 'Idc Text1'. Error ocurred

Also, the following error can be seen in the Content Server trace logs:
