Oracle service registry 10.3 is installed on weblogic server 10.3.x For this example there are  two instances of the registry i.e publication registry and discovery registry. In the publication registry, there are three users, admin, approver and requestor having the
below permissions:

Also, there may be many providers out of which some of them have been created by admin and some of which have been created by requestor.

With the above set of permissions, the requestor is able to publish a service under any of the providers(all the providers are visible to the requestor) and also able to make 

requests for approval. But the approver is not able to approve the requestor's request.When approver tries to approve the request,it gives an error 10160.
