Failing To Start New OID 11g Component During Creation - gslsggECreateInstance: Configset entry not found (Doc ID 1459325.1)

Symptoms

On : 11.1.1.x version, OID LDAP Server

When attempting to create a new OID component to configure for SSL, the new OID component fails to start.
the following error occurs in the oidmon log for the new component.
