Cannot Open Multiple Forms Sessions On A Windows 7 PC with IE8 (Doc ID 1462680.1)

Symptoms

On Windows 7 PCs with IE8+, the following error occurs in the java console when running Forms when attempting to open more than one browser session -> 

FRM-92101 errors accompanied by oracle.forms.net.ConnectionException: Connection from new browser window not supported errors

also FRM-92050 can happen
