OAM 11g: Unable To Authenticate Into Oamconsole With Error "java.lang.NoClassDefFoundError: Could not initialize class oracle.dfw.impl.common.TempFileManager" (Doc ID 1463951.1)

Symptoms

 Attempts to login to the OAM console hang.  The Admin Server is started successfully, and we are able to access the WLS console.  Errors are reported during the start of the admin server:
