OAM 11g SSO Logout Fails With Error "Failure of server APACHE bridge"

Logout from an application integrated with Oracle Access Manager (OAM) 11g, e.g. Oracle Identity Manager Console, is failing with error HTTP-503 Service Temporarily Unavailable and the following message displayed to the user:
The HTTP Header trace shows that the request that generated the HTTP-503 error was for /oamsso/logout.html.
The WebGate that is protecting the application is installed in an Oracle HTTP Server 11g instance.
