UCM Managed Server Will Not Start Via Node Manager (Doc ID 1464760.1)

Symptoms

You are able to start UCM Server via command line or Node Manager. That is, the managed server changes to status RUNNING. However, you are unable to access the UCM interface, which shows "Service Unavailable".

The UCM_server1.log shows a long error thread that includes these elements:
