Access To Site Protected By OAM 11g Hangs With Internet Explorer Browser

An application has been integrated with Oracle Access Manager (OAM) 11g and OAM has been configured to protect application resources with a form-based login page.
When the OAM-protected application page is accessed using Internet Explorer (IE) browser, the OAM SSO login page is not displayed. IE appears to hang.
OAM is configured for secure SSL (https) access.
The problem does not reproduce with other browsers e.g. Firefox.
