Symptoms

When attempting to create a custom locale, such as US-Spanish (es-US) by following Note 1373519.1 to add a country-specific language, an exception is encountered. This occurs even if the new locales have been added into the bharosa_server.properties file (for instance, as locale # 27). In the particular case where the browser locale does not change, but rather, what does change is the URL (depending on which locale the customer wants to use) triggering different behaviors with regards to the .NET code. The exception states, "Culture ID 4096 (0x1000) is not a supported culture. Parameter name: culture".

The issue seems to be .NET-centric as the word "culture" is specific to .NET.
