ORABPEL-30509 Error in SOA logs when Clicking Tasks Tab in OIM (Doc ID 1466475.1)

Symptoms

When user logs into OIM and clicks the Tasks tab, nothing happens.
ORABPEL-30509 error is seen in the SOA log and an error pops up on the OIM UI.

Applied BP02 to all components and it was working on both machines.
Once the server is rebooted, then the instance started failing.

This is an integrated environment with OVD, OAM, OAAM.

The issue is still that when any one tries to access a task from OIM the SOA instance is rejecting the request with:
