OAM 10g Occasionally Hangs During Authentication After Configuration of OAM Auditing to RDBMS

Oracle Access Manager (OAM) 10g protected application access gets hung up during login after configuring Access Server 10.1.4.3 for auditing to RDBMS.
Both the OAM login page and OAM Identity/Access Administration pages cannot be accessed.
This issue occurs some time after Access Server process startup.
To resolve the issue the Access Server(s) are restarted.
The audit database is located on a separate server.
There is a firewall between Access Server(s) and Database.
