WebCenter Portal: Unable To Customize The "Error Encountered" System Page

In WebCenter Portal Administration, the "Error Encountered" system page has the option to customize it. If you click on "Customize" the page, then page loads - but you are not able to edit the page. Here is a screenshot of the "Customize" button option:
