Auto code Completion does not work in SQLDeveloper 3.1

Symptoms
The Auto code completion feature that lists the objects available in a schema does not come up as a Pop-Up when Ctrl + Space is pressed. For example issuing
Select * from MySchema.payroll and entering Ctrl+ Space will list all the available table names starting with payroll.
