No Logon Methods Are Available In The First Time Use Wizard (Doc ID 1467811.1)

Symptoms

When a new user run the First Time Use (FTU) wizard, there are no options listed under the primary logon method selection.  New users cannot complete the FTU wizard to use Logon Manager.  Old users are not affected.

Changes

 The Global Agent setting USer Experience->Setup Wizard->Selected Authenticator has been set to a logon method that is not installed on the machine.
