Admin Server SMF Service Cannot Be Disabled/Deleted On iPlanet Web Server 7.0 Update 15

Symptoms
After updating to iPlanet Web Server 7.0 Update 15, the Admin server/node SMF service cannot be disabled/deleted after it is enabled. In fact, the Administration server GUI complains that to disable any instances SMF service, the admin server SMF should not be enabled.
The problem is that the admin server SMF service cannot be disabled. When one presses the "Delete Service" for the Administration node, the following error ADMIN3011/ADMIN3617 can be seen on the Web GUI and also on the admin-server error logs:
The impact is that if the admin server node has SMF service enabled, it is not possible to disable the instances from having the SMF service.
