Placing a new Page asset in the SitePlanTree doesn't flush the cached navigation pagelets (Doc ID 1469618.1)

Symptoms

When placing a Page asset under a parent Page in the SitePlanTree and publishing this change, the cached navigation page is not flushed on the target.

For example: say you have a Page asset "Parent Page" with a Page asset "Child Page 1" under it,

Parent Page
  \-> Child Page 1

and you have a Template that renders a Parent Page with links to all its child pages (one in this cas). This page is cached on the delivery environment. Now you create a new Page asset "Child Page 2" on the authoring environment and place it under "Parent Page":

Parent Page
  |-> Child Page 1
  \-> Child Page 2.

When you publish the new "Child Page 2" to delivery, you are not required to publish "Parent Page", and the cached page for "Parent Page" does not get invalidated on delivery, still showing the old cached page with only a link to "Child Page 1".
