'Address is not an allowable remote socket address' Error Accessing Content Server from WebCenter Spaces (Doc ID 1469715.1)

Symptoms

Behavior is seen on an environment with WebCenter Spaces 11.1.1.5 integrated with Content Server 11.1.1.5 using the instructions here:

Oracle® Fusion Middleware Administrator's Guide for Oracle WebCenter
Section 11.6.2 Registering Content Repositories Using Fusion Middleware Control

This could potentially also be seen in later versions of WebCenter Spaces and WebCenter Content.

The Documents task flow does not work in WebCenter Spaces.
This Error is seen in the browser:

"Error contacting the content repository."

This error stack is seen in WebCenter Spaces managed server log file :

oracle.stellent.ridc.protocol.ServiceException: Unable to establish connection to the server. Permission denied. Address 'nn.nnn.nnn.nn' is not an allowable remote socket address.
