User With RW Permission Cannot Edit Folder in FrameworkFolders (Doc ID 1469825.1)

Goal

In WebCenter Content (formerly UCM) 10g, a user with RW permission in a Security Group could edit a folder. This was using the Folders_g model. In 11.1.1.6, FrameworkFolders was introduced. In this model, the same user cannot edit the folder name or attributes. A user with RWD rights can do so, however.
