Portlet Content not Appearing Properly for One (Failover) Portlet Servlet in a Cluster (Doc ID 1469874.1)

Goal

A portlet is registered on custom portal cluster with only one portlet server running, and the other down.

When the running portlet server is shut down and the other portlet server is started, the portlet content is not shown properly on the portal page. It appears that when you register the portlet, it links to one specific server and not the cluster.
