OSB 10g - Files not Processed when Using File Transport based Proxy Service in Clustered OSB on Windows (Doc ID 1470011.1)

Symptoms

Using a File transport based proxy service in a clustered OSB environment on Windows, files being polled from a specific directory configured on the first managed server in the cluster are not processed and end up staying in the staging directory.

Reviewing the logs more closely reveals the following errors (only on the second managed server) :
