Getting ORA-12705 when connecting using the JDBC/thin 11.2.0.1 driver (Doc ID 1470233.1)

Symptoms

Application using JDBC/thin version 11.2.0.1  gets the following error:

ORA-12705: Cannot access NLS data files or invalid environment specified
----- Current SQL Statement for this session (sql_id=5gvgrftkgd595) -----
ALTER SESSION SET NLS_LANGUAGE='AMERICAN' NLS_TERRITORY=''
