OUD Instance fails to stop with "The timeout of '200' seconds to start the server has been reached"

When trying to stop OUD the instance may failt to stop with the following error.

$ ./stop-ds
Stopping Server...

The timeout of '200' seconds to start the server has been reached. You can
use the argument '--timeout' to increase this timeout
ERROR: Cannot establish a connection to the Directory Server
Verify that the server is running and that the provided credentials are valid.
Details: Connect Error
