"Exceeded maximum capacity of '8192' elements" exception When Using MaxThreads Constraint in WLS 10.3.6+ (Doc ID 1470870.1)

Symptoms

In WebLogic Server 10.3.6 and higher (including 12.1.1+), if a work manager is configured with maximum threads constraint. after reaching the maximum thread constraint and if the number of pending requests reach 8192, then WLS throws the following error:

8192 is a default value and it is not affected by the capacity constraint configured.
