Content Server (Win32) Dies On Startup After ContentAccess Update

Symptoms
UCM Content Server (Win32) was recently updated with the following:
NativeOSUtils for 10.1.3.4 version '090415 (build $Rev: 73693 $)',
CS10gR35UpdateBundle component, version '2011_05_24 (build 97)'
ContentAccess-win32' component, version '2011_05_25 (build $Rev: 92871 $) br-10g-10.1.3.5-release
Shortly after the contentaccess update, the Content Server died and will not startup. No errors in log and only error is:
Starting service.
Line 833: ControlService() failed.
Error 1062: The service has not been started.
