Process Variable Based on XSD with Restriction Throws a Cannot Activate Block (Doc ID 1472104.1)

When attempting to access a BPM process based web service, the following exception error message occurs:

Cannot activate block.
failure to activate the block "ProductServicesProcess" for the instance "160020"; exception reported is: local part cannot be "null" when creating a QName.
This error contained the exceptions thrown by the underlying routing system.
Contact Oracle Support Services. Provide the error message, the composite source and the exception trace in the log files (with logging level set to debug mode).
