Symptoms

Created an Oracle Service Registry 11.1.1.2.0 on WebLogic 10.3.6 consisting of a Discover and Publisher
These nodes all run without issue within the same WebLogic instance. But unable to create accounts or synchronise information between intermediate and publisher nodes. You will get the following error
