InCache - Cluster Members can only see some nodes. Cache is not correctly propagated across the entire cluster (Doc ID 1473147.1)

Symptoms

On a clustered environment with InCache enabled, certain nodes are not showing up in the "Admin Tab > System tools > Cache Management > {cache name} > Cluster info" page.

Because of this, not all cluster members are able to see the new page after a publish.
