Search Preferences Task Flow Does Not Display the Apply, OK and Cancel Buttons

Symptoms
The default resource catalog was modified and the Search Preferences task flow was added to a page. However all the services appear under selected services, and if this list is modified, the changes are not saved since the "apply", "ok" or "cancel" buttons are not displayed in the Search Preferences taskflow.
