Unable To Pass Some Attributes Into SAML Assertion (Doc ID 1473976.1)

OpenSSO is used as IDP and another application as SP. A COT has been created between them and the federation scenario here is an IDP initiated SSO.
While sending assertion from IDP to SP, it can happen that some of the attributes are passed, but some others are NOT.

For example, with the SAML Assertion sample as below we can only see that a few set of attributes (3 in this case) have been retrieved and added into the SAML Assertion (few other attributes are missing - see 5 other attributes as listed below in the "Cause" section).
