OAAM 11g : Customization of Property Change Not Working Properly

Goal
We changed the value of the following property in the OAAM Admin Console to remove all references to banking language:
bharosa.uio.default.messages.enum.wherepassword.description
The load type changes from File to Database correctly. However, even after restarting both the OAAM Admin server and OAAM managed server, the "Where do I enter my password" link/page still shows the old value of the property (with the banking language).
We found the value of the property in the asa_msg_resource_en.properties file (located within oaam_native_lib.war). We would like to know why changing the value of the property within the OAAM Admin Console does not successfully make the change on the page. How do we make these changes to show up correctly?
