SubVersion Connection Not Available With SQL Developer 3.1.07 (Doc ID 1474405.1)

Symptoms

SQL Developer 3.1, with the Subversion Extension loaded via online Update, is not working. The Subversion nodes are not populating, and the server cannot be configured. No apparent errors are raised.

Changes

Installation of the SubVersion client.  In the particular case cited, the customer had installed SQL Developer 2, the Tortoise SubVersion client, then SQL Developer 3.1.  It is unclear at the time of this writing what caused the corruption described below.
