IBM-i Platform Has Long Waits In Tuxedo Queues, Then Backlog Of Requests, Until The Application Must Be Failed Over

Symptoms
Under load the Tuxedo request queues backup and performance degrades. New services start spawning, momentarily helping, but then their request queues also backup and more services are spawned.
Eventually the application must be stopped, allowing requests on queues to be processed, and service requests are sent to a failover IBM i platform. Adding CPU capacity did not resolve this.
Analysis of LogMiner/job watcher data collected shows that CPU utilization was low then jumped, CPU queuing started, and then gateway and seizing waits increased.
