Capture not Communicating with Oracle Client and/or Oracle Database, Error "16389 - cannot resovle the TNS name"

Installed Oracle DB client software (version 10.2.0.1) on a workstation, then installed Webcenter Capture (formerly Oracle Document Capture) software (version 10.1351). Trying to run the WebCenter Capture and it returns an error stating "16389 - cannot resovle the TNS name". It is possible to connect to the same database (TNS name) using SQL Plus on that computer and also successfully TNSPING that database server.
There was a previous Oracle DB Client installed that was set up to use a tnsname.ora file, instead of ldap.ora, but now uninstalled by the Oracle Universal Installer.
The workstation computer is Windows 7 64-bit Enterprise edition.
The Capture software was installed into the Program Files (x86) directory.
This is a new installation of WebCenter Capture. Uninstalled previous Oracle Client software.
