How are the "hours" calculated in the "Clean up batch only if all files are older than" setting on the "OCR+Export+Clean Up" tab of the OFR RTS instance?

Batches that are in state 800 and seemingly old enough to be cleaned up are not being removed from the available batches by the RTS instance configured for the "Clean Up" step?
